Legal Desk Intervention: Suspending UAFE Sanctions
The Choco Alliance’s Legal Desk achieved a significant victory in June 2026 by successfully suspending severe sanctions against a prominent member organization. The NGO was facing penalties for failing to appoint a new legal representative and compliance officer, as well as for lacking the mandatory operations manual.
Through proactive negotiation, the Legal Desk reached a settlement with the Unidad de Analisis Financiero y Economico (UAFE), halting all penalties while the organization completes necessary updates to its organization and manuals. The member is now receiving specialized guidance to resolve these administrative gaps.
Navigating a Treacherous Regulatory Landscape
Despite the availability of tutorials, workshops, and detailed manuals provided by the Legal Desk to its members, many continue to struggle with the complex, multi-ministerial regulations introduced in Ecuador in 2025 and 2026 for conservation NGOs. These include stringent requirements under the Organic Law on Social Transparency and the Organic Law on Personal Data Protection.
